NOTICE IS HEREBY GIVEN that a public hearing will be held before the Brookings Planning Commission on Tuesday, May 4, 2021 at 7:00 PM in the Council Chambers of Brookings City Hall, 898 Elk Drive, Brookings, OR  97415.  The below applications are Quasi-judicial hearings and the Planning Commission will make a decision on each of these matters.


In the matter of File No. CUP-3-21, a request for approval of a Conditional Use Permit to operate a Short Term Rental facility at 1214 Moore Street, located on Assessor's Map No. 4113-06CB Tax Lot 00803; zoned R-3. The applicant/owners are Dave Schafer and Michelle Pali.  The criteria used to decide this matter is found in Section 17.124.170 – Short-term rentals, Chapter 17.136 - Conditional Uses, and Section 17.28.040(R) Multiple Family Residential (R-3) Conditional uses of the Brookings Municipal Code (BMC). 


In the matter of File No.  M3-1-21, a request for a partition to divide a 5.06 acre parcel into two (2) parcels; located in the 1000 block of Hassett Street; Assessor’s Map 40-13-31C, Tax Lot 01000; zoned R-1-6; Karen & Ronald Ratliff, owners.  The criteria used to decide this matter is found in Chapters 17.172.50 - Lot Design Standards, 17.172.060 - Partitions, 17.168 - Public Facilities Improvement Standards and Criteria for Utilities, and 17.128.050 - Access of the Land Development Code. 


In the matter of File No. SUB-1-21, a request for approval of a four lot subdivision to be known as Tide Pool Estates, located in the 96000 block of Dawson Road, Assessor’s Map 41-14-36BB, Tax Lot 04800, zoned R-1-6, on a 4.23 acre parcel. The applicant/owner is Harbrook Investments, LLC, Denton Fraizer. The criteria used to decide this matter is found in Section 17.172.070 – Subdivisions, Chapter 17.168. - Public Facilities Improvement Standards and Criteria for Utilities, Chapter 17.170 – Street Standards, and Chapter 17.100 Hazardous Building Site Protection Hillside Development of the Brookings Municipal Code (BMC). 


In the matter of File No. SUB-2-21, a request for approval of a 22 lot subdivision to be known as Seacrest Estates Phase II, located north of the end of Seacrest Lane, Assessor’s Map No. 40-14-36A; Tax Lot 00900, zoned R-1-6, on a 4.99 acre parcel. The applicant/owner is Howard & Howard Investment Group, LLC. The criteria used to decide this matter is found in Section 17.172.070 – Subdivisions, Chapter 17.168. - Public Facilities Improvement Standards and Criteria for Utilities, Chapter 17.170 – Street Standards, and Chapter 17.100 Hazardous Building Site Protection Hillside Development of the Brookings Municipal Code (BMC). 


The public is invited to attend and participate in the public hearing. All persons wishing to address this matter will have an opportunity to do so in person at the hearing or by submitting written evidence to the Brookings Planning Department at the address above. If you wish to speak at the hearing, you will be asked to sign in and afforded five (5) minutes to speak. Failure to raise an issue accompanied by statements or evidence sufficient to afford the Planning Commission and parties an opportunity to respond to the issues precludes appeal to the Oregon Land Use Board of Appeals (LUBA).


A copy of the application, all documents and evidence submitted on behalf of the applicant is available for public inspection at no cost at the Brookings Planning Department, 898 Elk Drive, Brookings, OR. The staff report prepared in this case will be available seven days prior to the hearing.  Copies of documents may be obtained at reasonable cost.  All public meetings are held in accessible locations, auxiliary aids will be provided upon request with advance notification.
