Gary Milliman began working as the City Manager for the City of Brookings in 2007. He has over 40 years experience in city management and public affairs.
Prior to being hired by the City of Brookings, Gary served as City Manager in four California cities ranging in size from 3,000 to 105,000. He also served as the Southern California Director for the League of California Cities and as a City Council Member for the California City of Maywood.
A credentialed City Manager by the International City/County Management Association (ICMA), Gary is the recipient of the 2012 ICMA Award for Career Excellence in Honor of Mark E. Keane.
In 1996, Gary organized a group of local investors in Fort Bragg and Willits to purchase the historic “Skunk Train” which operates between those two communities and was being threatened with abandonment and dismantlement. After its purchase, he served as its President and Chief Executive Officer. The railroad was sold four years later and continues in operation today.
Gary received a Master of Public Administration from the University of Southern California, a Bachelor of Arts from California State College at Los Angeles, and an Associate of Arts degree from East Los Angeles College. In 2013, he completed the Senior Executives in State and Local Government Program at Harvard University.
In addition to his City management duties, Gary serves as Chair of the South West Area Commission on Transportation (SWACT) and serves on the Board of Directors of the Oregon Coast Visitors Association (OCVA).
Currently, Gary also serves on the National Advisory Council for the Boy Scouts of America. He and his wife, Carolyn, have been married for 45 years. They have two daughters and two grandchildren.
